The importance of soft power: Masterclass with Permanent Secretary, Melanie Dawes

Walking towards London Bridge, the landmark spanned the river as I headed towards Norton Rose Fulbright – our kind hosts for the latest masterclass session. Arriving at the law firm further fuelled my own desire in becoming a commercial solicitor – so the venue felt fitting, nonetheless. It became evident that I was eager to learn about policy making and the roles within the central government from not only an experienced civil servant but also a trustee of Patchwork Foundation.

Melanie Dawes, as the current Permanent Secretary for the Ministry of Housing, Communities and Local Government, whose career – has had an impressive tenure of over three decades in Whitehall. As current Diversity and Inclusion Champion, the Permanent Secretary also served as the gender champion and asserts herself within the Civil Service Board and Senior Leadership Committees. Her distinguished career in politics has included leading roles within HM Treasury, the Cabinet Office and HMRC.

Over the years, she has been instrumental in encouraging her peers across departments to liaise closely with the Treasury and brokering deals which will see Whitehall departments giving up some of their power, passing money directly to local areas to design and deliver certain services as required.

I realised from the Permanent Secretary’s use of language that the approach she harnesses is that of soft power and influence: as leader of the department she facilitates conversations; asks pressing questions and collaborates to establish solutions for the local communities from a grassroots level.

The session cemented that Improving diversity across the board won’t be just about introducing schemes; instead it should be about building an inclusive culture and ensuring that talent programmes are properly diversity-proofed – this can be achieved by challenging our own individual unconscious bias.

All in all, it was insightful to hear from such a senior civil servant in an intimate setting. It was clear that her initial passion for individual’s stories was what saw her enter the public sector rather than pursuing her own legal career. The Permanent Secretary’s oratory was intellectually stimulating and provided me with much to reflect upon.

Above all, I recognised the importance of becoming a champion that vigorously fights for social justice.

Patchwork welcomes two new Trustees

The Patchwork Foundation is delighted to announce that we have two new Trustees joining our Board in February.

Poppy Mitchell-Rose and Sheikh Aliur Rahman will bring a wealth of expertise and knowledge to complement our current Trustees and will benefit our work considerably.

Poppy Mitchell-Rose is a Partner at Freuds, having previously worked in Parliament, Downing Street and HM Treasury as a Special Advisor to the Chancellor of the Exchequer, working alongside the Prime Minister, Cabinet and Shadow Cabinet. She delivered media strategies, campaigns, and global business relations, including international trade missions to promote the UK overseas.

Poppy welcomed her appointment saying “I’m delighted to take on this new role. Patchwork is a fantastic organisation run by a great team – I’m looking forward to helping it thrive and grow.”

Sheikh Aliur Rahman is the Chief Executive of the London Tea Exchange. Prior to joining the London Tea Exchange he worked for a leading investment company in the City and has extensive senior management experience. He still acts as a senior advisor to a number of high profile clients on major developments across London and recent projects include delivering three of the tallest residential towers in Europe. Aliur currently holds various advisory roles at a local, regional and national level and remains active in urban regeneration programmes across Europe and Asia.

Aliur said “having supported Patchwork for a number of years, I’m really excited to be joining the trustee board and hope I can support the foundation on the next stage of its journey so that we can support even more young people in the future”

Recruitment of Chairperson and Trustees

The Foundation is now seeking an inspirational Chair and up to three additional trustees to support the Foundation in the next exciting phase of its development. The closing date for applications is Monday 7th May 2018.

Following five years of successful organic growth led by its enthusiastic team of volunteers, the Patchwork Foundation has embarked upon a programme of growth and development in terms of both scale and impact. As a key plank of its strategic growth plan, the Foundation has recently secured its registration as a Charitable Incorporated Foundation (CIO) with the Charity Commission.

You can download the Information Pack here. It is particularly important to the Foundation to recruit a diversely-drawn Board which includes a strong representation of those from similar backgrounds as those we seek to serve through our programmes.

The charitable Objects of the Patchwork Foundation are “to advance in life and help young people in particular (but not exclusively) through promoting and encouraging young people from under-represented, deprived and minority communities to make their own opinions on and to actively participate in the democratic processes and wider civil society of the United Kingdom, through:

(a) advancing their education in the field of United Kingdom democracy and civil society; and

(b) providing advice and assistance, programmes, activities and other support to develop their skills, capacities and capabilities.

Current trustees of the Foundation are as follows:

  • Harris Bokhari OBE – founder of Patchwork Foundation
  • Melanie Dawes CB – Permanent Secretary, Ministry of Housing and Local Government
  • Sir Simon Fraser GCMG – Founder and Managing Partner of Flint Global Ltd, former Head of the Foreign Office and Diplomatic Service, and former Permanent Secretary of the Department for Business.
  • Temi Shogelola – former Patchworker and civil servant in Department for Exiting the EU

Skills and experience

The Foundation is seeking to recruit individuals with a track record in one or more of the following areas:

  • Experience in democratic life
  • Championing diversity and social mobility, particularly of young people
  • Communications and PR
  • Expertise in financial matters

In particular, the Foundation is seeking to recruit individuals with expertise in one or more of the following areas:

  • Fundraising and income generation within the charitable sector
  • Audit and Risk Management
  • Business development and commercial acumen
  • Legal
  • Monitoring and evaluation
  • Organisational development

Chairman Role

The trustees are looking for an inspirational individual to provide leadership to the Foundation over the next period of its development. As set out in the role description, a general background in strategy, governance, finance, HR, and/or fundraising would be useful. Previous experience as a Chair or trustee would be particularly welcomed.

Trustee Roles

The trustees are looking to recruit at least three additional trustees in addition to the Chair. A general background in strategy, governance, finance, HR, fundraising, legal would be useful. Previous experience as a trustee would be welcomed.
